Local Expert for Accessibility Assessment of Voting Centres

About the role

The OSCE Presence in Albania seeks an experienced local expert to assess the accessibility of voting centres and procedures for voters with disabilities ahead of the 2027 local elections. The consultancy will produce a detailed report and present findings to stakeholders.

Key responsibilities

• Develop assessment methodology and workplan, including criteria for physical, procedural and informational accessibility, and obtain OSCE approval.
• Conduct desk research on national legal and institutional frameworks and map relevant legislation and OSCE/ODIHR recommendations.
• Carry out field assessments of voting centres, consulting with CEC, municipalities, civil society and disability organisations.
• Prepare a comprehensive final report with findings, good practices, conclusions and actionable recommendations.
• Present assessment results to public institutions, municipalities, civil society and disability organisations to promote follow‑up.

Required profile

• University degree in law, human rights, public administration, social policy or related field.
• Minimum 5 years of professional experience in accessibility and inclusion of persons with disabilities, electoral processes, or related areas.
• Proven experience conducting research, field assessments and stakeholder consultations, and translating findings into concrete recommendations.
• Strong analytical, organisational and report‑writing skills with ability to meet deadlines.
