Local Consultant – Training of Trainers Program for TALGA

About the role

The International Organization for Migration (IOM) is seeking a local consultant to design and deliver a Training of Trainers (ToT) programme for the Academy for Local Self‑Government (TALGA) in Albania. The consultant will work closely with IOM and TALGA to strengthen local capacities on migration management, internal employment, and diaspora engagement.

Key responsibilities

• Develop a comprehensive ToT curriculum aligned with the “Strengthening Local Institutional Capacities on Migration in Albania” project objectives.
• Create training materials, facilitator guides, and assessment tools.
• Deliver interactive training sessions to selected local trainers and provide on‑the‑job coaching.
• Coordinate with IOM, TALGA, and other stakeholders to ensure relevance and cultural appropriateness.
• Monitor training effectiveness, collect feedback, and produce progress reports.

Required profile

• Proven experience in designing and delivering training of trainers programmes, preferably in the migration or local governance sector.
• Familiarity with the Albanian context and ability to work with local institutions.
• Strong analytical and reporting skills.
• Fluent in English; knowledge of Albanian is an advantage.
