Local Consultant – Capacity Building for Modern Slavery Survivors (Phase III)

About the role

The International Organization for Migration (IOM) is seeking a local consultant in Tirana to design, plan, prepare and deliver capacity‑building materials and two one‑day workshops for stakeholders supporting survivors of modern slavery returning from the UK. The consultancy will build on tools developed in earlier project phases and aim to strengthen local reintegration support.

Key responsibilities

• Develop an inception note, detailed workplan and a comprehensive capacity‑building package tailored to municipal actors in Shkodra, Kukës, Lezhë, Dibër and Tirana.
• Design and produce training materials, facilitation guides and practical tools for case management and survivor‑centred reintegration planning.
• Deliver two one‑day workshops in Tirana, ensuring interactive learning and follow‑up mechanisms.
• Monitor and evaluate workshop outcomes using pre‑ and post‑activity assessment tools and provide concise reports on learning results.

Required profile

• Advanced degree in Social Sciences, Law, Psychology, Human Rights, Migration Studies or related field.
• Minimum five years of professional experience in human trafficking, modern slavery, protection, return and reintegration, or victim assistance.
• Proven experience designing and delivering training or capacity‑building activities for institutional or civil‑society audiences.
• Fluency in Albanian and English, with strong written and oral communication skills.
