Construction Cost Engineer (Quantity Surveyor)

About the role

Bregu Group is looking for a cost engineer to manage the costs of construction projects, from the first estimate to the final account. The role ensures every project is delivered within budget, with the required quality and the planned margin. It covers design and estimate phases, tendering, implementation and close-out.

Key responsibilities

• Prepare preliminary and detailed estimates based on architectural, structural and installation designs, calculate work volumes from drawings and specifications, and prepare feasibility studies and cost assessments.
• Prepare bill of quantities and technical documentation for tenders, analyse and compare contractor offers, and take part in price negotiations.
• During implementation, monitor current costs against the budget and report monthly deviations, verify monthly work statements, assess variations and claims, control project cash flow and forecast final cost.
• Work with procurement on material orders, prepare the final account and financial close-out, write the final cost report and update the company's price database.

Required profile

• Masters degree in civil engineering or a related field.
• At least 3 years of experience as a cost engineer, estimator or quantity surveyor on construction projects.
• Good knowledge of the Albanian construction pricing manuals and Albanian construction and procurement legislation.
• Professional license as an engineer preferred.
• English at working level, written and spoken.

Required skills

• AutoCAD and advanced Excel (formulas, pivot tables).
• Accuracy, analytical thinking and negotiation and communication skills.
