Local Migration Consultant – Support Ombudsman Institution

About the role

The International Organization for Migration (IOM) seeks a Local Consultant to provide migration expertise to the Ombudsman Institution in Albania. Working under the supervision of the IOM Head of Office and the EU4Migration project manager, the consultant will help strengthen rights‑based, EU‑aligned migration governance, with a focus on protecting vulnerable groups.

Key responsibilities

• Support the Ombudsman in addressing gaps identified in migrant identification, pre‑screening, referral and reception processes.
• Provide technical assistance to develop or revise standard operating procedures, checklists and guidance for initial screening and protection referrals.
• Ensure vulnerability‑sensitive interviewing methods and safeguards are incorporated into procedures.
• Facilitate inter‑institutional coordination between the Ministry of Interior, border authorities and other relevant bodies.
• Draft evidence‑based recommendations to improve migration management aligned with EU acquis.

Required profile

• Proven experience in migration governance, protection of vulnerable migrants, or related humanitarian fields.
• Familiarity with EU migration policies, asylum procedures, and protection referral mechanisms.
• Ability to work closely with governmental and non‑governmental stakeholders.
• Strong analytical and report‑writing skills, with experience producing SOPs and guidance documents.
