Local Anti‑Trafficking Expert – Roster Call

About the role

The OSCE Presence in Albania is expanding its roster of local anti‑trafficking experts. Selected consultants will provide specialised technical assistance, advisory services, research and capacity‑building support to strengthen Albania’s response to human trafficking.

Key responsibilities

• Provide expert advice on the development, review and implementation of anti‑trafficking legislation, policies, strategies and operational procedures.
• Conduct research, comparative studies, needs assessments and analytical reviews on trafficking trends and institutional responses.
• Design, develop and deliver specialised training programmes, workshops, simulation exercises and mentoring for law‑enforcement, prosecutors, judges, social services and other stakeholders.
• Strengthen institutional capacities and multidisciplinary cooperation in victim identification, referral, assistance, protection and criminal investigations.
• Prepare technical assessments, policy papers, draft legal documents, research reports and training materials as required by individual assignments.

Required profile

• Advanced university degree (Master’s or equivalent) in law, criminology, human rights, social sciences, international relations, public policy or related field (or first‑level degree with relevant experience).
• Minimum five years of professional experience in anti‑trafficking work, covering at least one area such as prevention, victim protection, investigation, prosecution, policy development, research or capacity‑building.
• Demonstrated knowledge of international and regional legal frameworks, UN, Council of Europe and OSCE instruments on human trafficking.
• Excellent written and spoken English and Albanian.
• Proven ability to produce analytical reports, policy recommendations, training curricula and to work effectively with government, NGOs and international organisations.
