About the role

We are looking for a Senior Manager to lead the drafting of European‑funded projects, secure facilitated financing, and drive Italy‑Albania international development initiatives. The role is based in Tirana and involves close cooperation with partners in Italy, the EU and other stakeholders.

Key responsibilities

• Update the pipeline of funding opportunities weekly and prepare decision briefs covering source, deadline, budget, partnership, risks and justification.
• Define project structure, results, indicators, activities, resources, schedule and sustainability plan.
• Coordinate partner research and verification, assemble and review applications, budgets and annexes, and give technical sign‑off for signatures.
• Manage the full project lifecycle: negotiation, contracting, monitoring, technical and financial reporting.
• Report weekly to management on progress, deadlines, obstacles and required decisions.

Required profile

• University degree in Economics, Law, Political Science, European Studies, International Relations, Management Engineering or a related field (equivalent outstanding experience accepted).
• Minimum three years of documented experience in EU project preparation and implementation.
• Professional proficiency in Albanian, Italian and English.
• Willingness to travel within Albania, Italy and occasionally to Brussels or partner sites.

Required skills

• In‑depth knowledge of Horizon Europe, Digital Europe, EIC, Interreg, IPA, Erasmus+, LIFE, CERV and related EU funding programmes.
• Familiarity with SIMEST, SACE, EU‑Login, Funding & Tenders Portal, Participant Register, PIC, JEMS and other administrative tools.
• Expertise in grant budgeting, cost eligibility, lump‑sum financing, de‑minimis rules, procurement, AML, data‑protection and conflict‑of‑interest management.

• Gross salary of €2,200 per month, aligned with Albanian labour law.
