Local Consultant – Training of Trainers Program for TALGA (Albania)

About the role

The International Organization for Migration (IOM) is seeking a Local Consultant to support the design and delivery of a Training of Trainers (ToT) programme for TALGA, the Academy for Local Self‑Government in Albania. The consultant will work within the IOM‑funded project “Strengthening Local Institutional Capacities on Migration in Albania,” aimed at enhancing local government capacity to manage migration, promote internal employment and support diaspora engagement.

Key responsibilities

• Collaborate with TALGA and IOM staff to design a comprehensive ToT curriculum focused on migration management and local governance.
• Develop training materials, facilitator guides and assessment tools tailored to Albanian local authorities.
• Deliver training sessions and workshops to selected local officials and trainers.
• Monitor and evaluate training outcomes, collect feedback and produce actionable reports.
• Coordinate logistics, scheduling and stakeholder communication throughout the programme.

Required profile

• Proven experience in designing and delivering training programmes, preferably in the public sector or international development.
• Strong understanding of migration issues, local self‑government structures and capacity‑building methodologies.
• Experience working in Albania or comparable contexts is highly desirable.
• Excellent communication and facilitation skills in English; knowledge of Albanian is an advantage.
