Senior National Expert on Administrative Investigations & Anti-Corruption Reporting

About the role

The OSCE Presence in Albania is seeking a senior national expert to develop two operational manuals for the General Directorate of Anti-Corruption (GDAC). The manuals will standardise investigative procedures and reporting on anti‑corruption recommendations, supporting Albania’s Inter‑Sectoral Anti‑Corruption Strategy 2024‑2030.

Key responsibilities

• Review existing legislation, GDAC procedures, documentation practices and reporting frameworks.
• Conduct coordination meetings with GDAC to define scope, structure and drafting approach for both manuals.
• Draft a step‑by‑step manual on conducting administrative investigations, including templates, confidentiality safeguards and record‑keeping guidelines.
• Draft a standardised reporting manual outlining formats, timelines, performance indicators and workflow processes for monitoring GDAC recommendations.
• Validate drafts through technical consultation meetings with MAPA and GDAC.
• Facilitate a short orientation session for GDAC staff on the reporting manual.

Required profile

• Extensive experience in anti‑corruption, public administration or related legal fields.
• Proven ability to develop procedural manuals and standardised reporting tools.
• Strong knowledge of Albanian anti‑corruption legislation and EU accession requirements.
• Excellent analytical, drafting and stakeholder‑engagement skills.
