Programme Management Officer (Temporary)

About the role

The United Nations Conference on Trade and Development (UNCTAD) is seeking a Programme Management Officer to support the ASYCUDA programme in Tirana, Albania. Reporting to the ASYCUDA Regional Coordinator for Europe and Central Asia, the officer will work closely with the Albania Customs Administration and national project teams.

Key responsibilities

• Assist in the development, implementation and evaluation of UNCTAD/ASYCUDA EU‑compatible systems and projects.
• Monitor programme progress, analyse reports, identify issues and propose corrective actions.
• Conduct consulting assignments, facilitate workshops and help clients create change‑management action plans.
• Analyse EU customs legislation, regulations and procedures from an automation perspective.
• Research, synthesize and present information from diverse sources.
• Support policy development, prepare evaluations and conduct studies.
• Help national customs services draft functional specifications for system extensions.
• Provide advice on ASYCUDA national extensions and e‑documents to ensure integration with Single Window environments.
• Design and implement surveys, analyse data and prepare conclusions.
• Prepare written outputs such as background papers, analysis sections, reports and publications.
• Support meetings, conferences and outreach activities, including training workshops and field missions.

Required profile

• Relevant experience in customs administration, customs legislation or related international trade projects.
• Strong analytical and research skills with the ability to produce high‑quality written material.
• Experience in project monitoring, evaluation and stakeholder coordination.
• Ability to work collaboratively with national customs services and UNCTAD teams.
