International Consultant for Specialized Training Module for Labour Inspectors

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to lead the development of a specialized training module for labour inspectors in Albania. The module will enhance capacity to identify and respond to trafficking and labour exploitation cases.

Key responsibilities

• Conduct an assessment of current capacities, training needs and operational priorities for labour inspectors.
• Develop a comprehensive training module integrating international standards, comparative practice and Albanian legal context.
• Provide technical leadership and quality assurance throughout module development.
• Support the organization and delivery of a Training of Trainers (ToT) programme.

Required profile

• Advanced university degree in social sciences, public administration, human rights, labour relations, law, criminal justice, migration studies or related field.
• Minimum 10 years of international professional experience in migration, trafficking, labour exploitation, labour inspection or institutional capacity development.
• Strong knowledge of international standards and institutional approaches related to labour inspection and victim protection.
• Proven experience working with government institutions, labour inspectorates and law‑enforcement structures.

Required skills

• Extensive experience developing training programmes, SOPs, guidance materials and practical tools for public institutions.
• Strong analytical, drafting, facilitation and communication skills demonstrated in national and international consultancy assignments.
• Ability to work with accuracy, discretion and confidentiality.
