About the role
IOM Albania is implementing the EU4Migration in Albania project, which supports stronger, EU-aligned migration and asylum governance. As the current Action Plan 2024-2026 of the National Strategy on Migration 2024-2030 needs renewal for 2027-2030, IOM Albania, under the supervision of IOM Albania and in close coordination with the Ministry of Internal Affairs, is looking for an International Consultant to carry out an evidence-based mid-term review. The consultant produces a review, assesses implementation progress and EU accession alignment, and recommends changes for the renewed Action Plan.
Key responsibilities
- Develop the review methodology, workplan, review matrix and data collection tools with IOM, the Ministry of Internal Affairs and the two local consultants.
- Conduct a strategic desk review of the National Strategy, Action Plan, monitoring data, EU accession documents and migration and asylum legislation.
- Guide the local consultants on data collection, stakeholder consultations, analysis and consolidation of findings.
- Lead high-level consultations with national institutions, international partners and other stakeholders, including during the mission to Tirana.
- Assess the relevance, coherence, effectiveness, efficiency and sustainability of implementation, including alignment with EU accession priorities and Chapter 24 commitments.
- Identify strategic priorities, implementation gaps and emerging challenges for the renewed Action Plan 2027-2030.
- Prepare draft and final mid-term review reports and evidence-based recommendations, and present preliminary findings at a validation meeting.
- Assess the monitoring and reporting framework and recommend improvements.
Required profile
- Advanced university degree in migration studies, law, economics, public policy, international relations, social sciences, evaluation, development studies or another relevant field.
- At least 10 years of relevant professional experience in migration governance, asylum, policy review, strategic planning, monitoring and evaluation, or EU accession-related policy processes is preferred.
- Demonstrated experience leading evaluations, strategic reviews or policy assessments for governments, UN agencies, international organizations or donor-funded programmes is preferred.
- Fluency in English is required; knowledge of Albanian is an advantage.
Required skills
- Excellent analytical, facilitation, drafting and presentation skills in English.
- Ability to maintain accuracy and confidentiality.
- Strong interpersonal and intercultural skills with attention to detail.
Deliverables are submitted electronically in English in editable format, with three milestones (inception report, desk review and analytical note, draft and final report) and payments linked to each. IOM covers consultants against occupational accidents and illnesses under its Compensation Plan; applicants must provide proof of their own non-occupational medical insurance. Applications are submitted through the IOM e-recruitment system, and only shortlisted candidates are contacted.
