About the role

Texas Development is seeking a full‑time Procurement and Logistics Specialist to manage the end‑to‑end procurement process for its real‑estate projects in Tirana. The role ensures timely, cost‑effective acquisition of goods and services while maintaining high quality and compliance with tender legislation.

Key responsibilities

• Manage the complete procurement and tendering cycle, preparing documentation according to technical specifications and project timelines.
• Analyze technical and financial offers, produce comparative reports, recommend the most advantageous bid, and negotiate prices and contract terms with suppliers and subcontractors.
• Develop and maintain professional relationships with clients, suppliers, and potential partners to expand the network and secure sustainable collaborations.
• Plan and coordinate material supply and transportation to construction sites, monitor deliveries, and intervene on delays or issues to ensure uninterrupted work progress.
• Ensure procurement policies and procedures are applied, guaranteeing transparency, confidentiality, and proper documentation, and prepare periodic reports.
• Perform other duties aligned with the position profile as required.

Required profile

• Previous experience in procurement, tendering, or a similar role.
• Good knowledge of procurement and tender processes.
• Strong analytical skills for evaluating technical and financial offers.
• Effective negotiation abilities with suppliers and subcontractors.
• Organizational skills and ability to manage deadlines.
• Team‑working attitude and high professional ethics.
