Senior Learning & Development Officer

About the role

The Senior Learning & Development Officer will coordinate and continuously improve Tirana Bank’s Learning & Development and Performance Management processes, ensuring employee growth, performance excellence, and regulatory compliance.

Key responsibilities

• Coordinate the annual Training Needs Analysis and develop the Training and Development Plan with department managers.
• Administer onboarding, technical, professional, regulatory and talent development programs, and monitor Individual Development Plans.
• Manage the end‑to‑end Performance Management cycle, supporting managers and employees in goal‑setting, reviews and evaluations.
• Maintain Learning & Development and Performance Management databases, prepare reports, dashboards and analytical insights.
• Oversee data‑protection compliance, advising staff, monitoring policy adherence and collaborating with the DPO.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Psychology or related field.
• Minimum 3 years of experience in Learning & Development, Talent Management or Performance Management.
• Experience coordinating organizational processes and project management, preferably within HR.
• Professional certifications in L&D, Talent Management or Performance Management are a plus.

Required skills

• Knowledge of Learning & Development and Performance Management principles.
• Strong analytical and reporting abilities.
• Experience with HRIS, LMS and Performance Management systems.
• Proficiency in Microsoft Excel and data analysis.
