Local Consultant for Specialized Training Module for Labor Inspectors

About the role

The International Organization for Migration (IOM) seeks a local consultant to support the development of a specialized training module for labor inspectors in Albania. The consultant will work closely with an international consultant and the Albanian Labor Inspectorate to ensure the training reflects national legal and operational contexts.

Key responsibilities

• Assess the current situation, including legal, institutional, operational practices and training needs related to labor inspection, trafficking in persons and labor exploitation.
• Provide inputs for the development of practical inspection tools, training materials and SOPs tailored to Albanian frameworks.
• Co‑facilitate a Training of Trainers (ToT) session for labor inspectors.
• Collaborate with ministries, law‑enforcement agencies and other national stakeholders to gather perspectives and ensure alignment with referral mechanisms.

Required profile

• Advanced university degree in social sciences, public administration, human rights, labor relations, criminal justice or a related field.
• Minimum 10 years of professional experience in migration, trafficking, employment sector, protection or institutional capacity development.
• Fluency in Albanian and English.

Required skills

• In‑depth knowledge of Albanian legislation and institutional frameworks on labor inspection, trafficking and victim protection.
• Extensive experience developing training programmes, SOPs, guidance materials and practical tools for public institutions.
• Proven ability to work with ministries, local authorities and law‑enforcement structures, including facilitation of consultations and capacity‑building activities.
• Strong analytical, drafting, facilitation and communication skills demonstrated through national and international consultancy assignments.
